Shapes present within shapes.txt but their IDs are absent from trips.txt

At least for the most recent GTFS dataset (I'm not sure how long this has existed for), lines within `shapes.txt` are present, but the accompanying `shape_id`s are not present within `trips.txt`. Shapes are there, just aren't being used.
