signing campaign against secl order related to promotion and introduction of bond

Dear friends,

As we all know, as per the office order of CIL no 42 enclosed above, it is clear that all mt's who joined cil from 01-01-2007 have got their promotions. as per the order no 44 a bond have been introduced. point (a) of which is applicable for fresh recruitments and point (b) for existing employees. 

In respect of that, SECL have issued an order which states that every officer who joined from 01-01-2007 onwards have to sign a bond and it is the responsibility of HOD that all bonds are signed and sent to SECL in one go (which also means that until everyone signs the bond, promotion of all gets delayed).

Further, the deduction of Rs.5000 has been implemented from the current month onwards. (which seems illogical, since it should go along the promotion of employee).

We have drafted a letter(as enclosed) which will be sent by tomorrow evening and hence, it is requested that officers from all Areas and disciplines falling under the said order start a signing campaign voluntarily at the earliest and send the scanned copies of it latest by tomorrow afternoon i.e. 29/03/2012 so that the same can be forwarded ahead. Also opinions are required so that any improvisations can be made, before the final draft is prepared.
