Though, the emails have been considered to be official communication by the department but unfortunately, the officials do not open it nor take the printout. 

There is no system, similar to  corporate, in which case,  each official email has to be responded with comments like approved, rejected or give guidance by the persons whom it is addressed and the other persons in the top is kept in the loop as a CC so that any reply or feedback will be known to the top persons also.

The Govt even now works on notes by the Head of the Dept (say deputy registra) and then he marks by his initial on each inword correspondence to his officials to take necessary action. The same remains in the table of the delegated officer for years, if no one follows up.

Therefore, best way is to send the complaints in writing by speed post and after 8 days send an RTI demanding the action taken report on the complaint made on so and so date and the copy of which is attached herewith.

Before the PIO requires to be reply (i.e 30 days from the date of RTI), you will get the reply or actions on your complaint and then you will also get RTI reply.
If you are not satisfied, now you have to make a complaint to the higher officer by post and then after 8 days file an RTI at the higher officer office.  ( Joint Registrar) office. 

The RTI of the first officer ( Deputy Registrar )office  need to be appelled to the First appellate Authority, where within 45 days you get the proper hearing and also speaking order for your issues.

The joint registrar ( higher officer) - before you get the reply of RTI, the joint registrar takes action on your complaint. 

If you are not satisfied, follow up the complaint with the Commissioner and registrar of co-operative societies, Pune,

And this way, you have to complain, file an RTI, file a complaint, File RTI first Appeal, Second appeal and so on till you get the desired result.

Unfortunately, we only send emails or visit office once or twice and there is no consistency, persistence, follow up or zeal to get the result by taking the legal help and RTI  persistently.

I have not received any acknowledgement from any of these officials on my emails.

Is there any regulation which binds them to acknowledge or respond communication through emails?
I have been sending emails to follow up on my complaints submitted to their office through registered post.

Is it advisable to just communicate through post only? since they might later on claim not to receive e-mails.

appreciate your advise on the subject matter.
