Have just received this new last night. I am now going to JPJ to
confirm. My road tax on the Escort is expiring.

"Latest News for Old Car Owners
Went to post office today and was told that to get 3rd party insurance
the car must be sent to Puspakom for inspection. Cost of 3rd party
less than rm100/- and no need for PA assurance. Got a quote from a guy
in Seremban for 3rd party rm190/- plus PA rm130/- I think I will try
the Puspakom way; one time problem hopefully after that OK. BTW if you
are >65 age also need medical cert as well. Looks like a domino effect
is hitting us careful drivers: JPJ corrupt & incompetent = lots of
accidents on the road = insurance companies loosing money = problems
for us. The fact I have not made any claims over 30 years of driving
is meaningless."

THIRD PARTY INSURANCE PROBLEMS
NOTICE TO MSVCR MEMBERS FROM HON. SECRETARY

The refusal of many insurance companies to issue or renew Third Party insurance policies for cars older than 10 years is a direct consequence of the significant losses incurred in writing this business. There are two root causes: a. tariffs have been frozen by the regulator for 30 years and b. the overall claims ratio of third party insurance is high. Under the tariffs, insurers are not permitting to apply higher than 100% loading to premiums. Hence withdrawal from this sector of the insurance market is a straight-forward business decision.

The MSVCR has written to Bank Negara and the Insurance Mediation Bureau to stress that the claims statistics affecting historic cars are very low and that it is unfair market practice for companies to deny Third Party cover, the basic requirement to license a vehicle for road use. We do not expect the impasse to be resolved until new tariffs are agreed between the regulator, Bank Negara, and the insurance industry.

In the meantime, however, there are several avenues open to historic car owners. There is no reason for any owner not to be able to obtain Third Party insurance. The avenues are:

a.  Take out other types of insurance with the same insurance company. If, for example, you hold fire insurance, house contents insurance, personal accident insurance, etc, with the company, they will be more inclined to provide Third Party motor insurance as the premiums from these policies will help to offset their Third Party losses.

b.  Ask about the possibility of taking Comprehensive cover for the lowest permitted agreed value which is RM10,000.

c.  Turn to the Malaysian Motor Insurance Pool (MMIP). The Pool is a pool contributed to by all insurance companies and deemed to be the insurer of last resort.  It was set up as a high-risk insurance pool under orders from the regulators. Its purpose is to provide motor insurance to vehicle owners experiencing difficulty in obtaining such cover from the normal commercial insurance market. There is no limit to the percentage loading on the premium and hence the insurer can apply a commercially viable rate. Uni.Asia General Insurance Bhd is a servicing insurer/agent of MMIP. The MMIP service is available at 11 of the Uni.Asia General branches, i.e. KL Main, Seremban, Melaka, Johor Bahru, Kuantan, Kuching, Miri, Kota Kinabalu, Penang, Sungai Petani and Ipoh. The pool is managed by MMIP Services Sdn Bhd (MSSB), a subsidiary of MNRB Holdings Bhd (MNRB).
The documents required for MMIP are as follows:
- The original policy or renewal notice of the previous insurance
- A copy of the vehicle registration card (front and back)
- A fully completed proposal form
- Payment either in cash or cheque payable to MSSB - MMIP
For Private Cars above 10 Years:
- A copy of vehicle inspection report (from Puspakom).
A word of advice. Go directly to Uni.Asia. Employing a runner could add RM50 or RM100 to the premium.
Last word of advice. Shop around for the best deal!

A further option is explained below, without commitment:
 
One of our members, Robbie Krishnan, owns AMC Motors Inc ( Asia) Sdn Bhd which has been handling third party insurance for classic cars for the past five years and is still able to insure cars over 20 years old through their partners Multi Purpose Insuran Bhd. He says they will also introduce third party, fire and theft policies within the next few weeks. All insurance proposals for classic cars received by Multi Purpose Insuran will be referred to AMC before cover is issued. It should be noted that this cover is issued by Multi Purpose Insuran Bhd, not the Malaysian Motor Insurance Pool (MMIP).
