Failed to open XML file , system error : -2147924786

There are some error when I  install the MSBuild.Community.Tasks.v1.4.0.42.msi file .
The error  is "Failed to open XML file , system error : -2147924786".
Any ideas about this error ?

I haven't seen this, but from a general "troubleshooting installs" perspective, you should turn on logging and see what it says:

msiexec /i MSBuild.Community.Tasks.v1.4.0.42.msi /l*v install.log

That will create an install.log file and should include some more detailed info about what went wrong.
