msatcommander-0.8.1

The source for msatcommander 0.8.1 has been added to the repository
and is available as a tarball. Binaries are still being tested for OSX
and Windows and will be posted soon.

The jump in version number indicates a significant rewrite as well as
the addition of numerous features. These include:

+ a rewrite of the GUI code for wxPython 2.8 (it is xml now)
+ addition of primer design functionality using Primer3 as the engine
+ addition of primer tagging functionality (also uses Primer3)
+ addition of a function to combine microsatellite arrays within a
user-specified range (in bp)
+ addition of length-qualifications for located microsatellite arrays
+ modularization of the source to make my life a little easier
+ primer features may be changed by editing `primer.py` in the source
+ code cleanup (still some errant comments/commented-out code hanging
around)
+ rewrite of the various READMEs (really just copies of the wiki,
README text)

Finally, a manuscript describing msatcommander is in review.
