The correct sentence would be, "We have to pay IPPs because the government doesn't want TNB to build more power plants, instead they want IPPs to be build so that they could satisfy the hunger and greed of some people (YTL for example)"...
Actually there was a proposal done by LLN (long before the blackout in 1997) to increase its power supplying capacity because the power need forecast has shown the increasing needs... but it was turned down... and sure enough, in 1997, the national blackout occurred and that became the 'reason' and 'excuse' to build IPPs...
Any senior TNB staffs can attest at how stupid the IPP power purchasing agreement (PPA) is... and those 'drafter' of the PPA are the very same people who joined and become the GMs of the IPPs...
