Hi Rama,
Regarding this and your other question. It is not clear what you would like to achieve. I suggest you read up on how pub/sub systems work (wikipedia?) and come back with more specific questions.

You can use any of the available .net clients to connect to any MQTT broker. I would, of course, suggest my own, nMQTT, which can be found on either nuget or github (https://github.com/markallanson/nmqtt)
