Pension Parishad Invitation

[Right to food Madhya Pradesh]

Dear friends and colleagues,

You will recall that we had taken a decision in the PensionParishad, to
hold a demonstration of elderly people and other marginalised groups during
every session of Parliament until our demands are at least substantially
met. While the nature of the demonstration has differed depending on the
situation, we have complied with and followed this decision in every
Parliament session since the pension Parishad was formed in February 2012.

We are writing to you today to invite to join us in another protest during
the winter session of parliament. About 500 elderly people from across the
country will sit through in Delhi from 25th November, 2013 till our demands
are substantially met.

During the budget session, on March 6, 2013 over 15000 elderly persons from
26 states assembled at Parliament Street to demand specific assurances from
the government. The Minister for Rural Development, ShriJairam Ramesh first
worked out an "in principle" agreement with the PensionParishad based on
Instructions from the Prime Minister. (copy attached) The Minister then
came to Parliament Street and addressed the gathering, where he made a
similar statement.
While the Governments assurance is yet to be realised, there are many
States where there has been progress in moving towards the Pension Parishad
demands for Universal Pensions. Needless to say this is not enough, but it
has energised the elderly tremendously. It is clear that as crucial state
and central elections approach, if we seize the moment and organise the
elderly, they stand to benefit a great deal in moving towards living a life
of dignity.

We had a one day dharna on Thursday the 22nd of August. We also decided to
plan and fix the next course of action in the struggle. The Delhi groups
decided to carry out a detailed house to house survey in select localities
to understand the nature, reach, and effectiveness of Delhis pension
schemes. A brief report of this study is now ready.

The winter session of parliament is possibly the last opportunity that we
are likely to get to push for universal pensions before the elections are
announced.

Assembly elections have been scheduled in five states, one of which is
Delhi. Groups from across the country have been suggesting that 25th
November onwards would be a good time for Pension Parishad to mobilise
around the pensionissue. The idea is to push for ‘manglekar aye hain,
pensionlekarjayenge’. We have an initial plan to “sit” for at least a month
till a substantial proportion of the demands are met. During this period
other people’s movements and campaigns would also participate so that many
issues are articulated at the dharna during this period and feed into a
peoples manifesto document that could be used during the national
elections.

The presence of about 500 elderly people daily in the cold Delhi winter
will be a challenge for us, but also a pressure on parliamentarians. Any
volunteers for doing preparatory work prior to and after the dharna would
be enthusiastically welcomed! So would support that can be extended in any
form.

प्रिय साथियों और सहकर्मियों,

जैसा की आप को याद होगा हमने यह निर्णय लिया था की जब तक हमारी मांगे काफी हद
तक नहीं मान ली जातीं हम हर संसद सत्र में एक विरोध प्रदर्शन का आयोजन करेंगे.
फरवरी 2012 में जब से पेंशन परिषद का गठन हुआ है हम लोग संसद के हर सत्र में
दिल्ली में मिलते रहे हैं, हालांकि हर बार हमारे विरोध प्रदर्शन का स्वरुप फरक
रहा है. हमारी मुख्य मांग थी – सभी बुजुर्गों को पेंशन जो की न्यूनतम मजदूरी
का आधा हो.

आज हम एक बार फिर आपको संसद के इस शीत कालीन सत्र में पेंशन परिषद केप्रदर्शन
में आमंत्रित करने के लिए लिख रहे हैं. इस बार लगभग 500 वृद्ध लोग 25 नवम्बर,
2013 से दिल्ली में अपनी मांगो को ले कर तब तक बैठेंगे जब तक हमारी मांगे काफी
हद तक नहें मान ली जाती हैं!

6 मार्च 2013 को 26 राज्यों से 15000 से अधिक बुज़ुर्ग और समर्थक सरकार से
अपनी मांगो के लिए आशवासन मांगने के लिए इकट्ठा हुए. पहले ग्रामीण विकास
मंत्री श्री जयराम रमेश ने प्रधान मंत्री के पत्र (सन्लग्न)में दिए निर्देशों
के आधार पर पेंशन परिषद से सैधांतिक सहमती बनाई. इस के बाद मंत्री महोदय ने
पार्लिमेंट स्ट्रीट पर आ कर पेंशन परिषद के धरने को संबोधित किया और अपना
आशवासन दोहराया.

हालांकि सरकार ने अभी तक अपना आश्वासन पूरा नहीं किया है, पर कई राज्य सरकारों
ने सर्वव्यापी पेंशन के लिए कदम उठाये हैं. यह काफी नहीं है पर इस से आन्दोलन
में एक उत्साह बना रहा. यह स्पष्ट है की जैसे राज्य और राष्ट्रीय चुनाव नज़दीक
आ रहे हैं, यदि हम संगठित संघर्ष करें तो हम इज्ज़त से जी सकने की इस लड़ाई
में जीत हासिल कर सकेंगे.

22 अगस्त को हमने एक दिन का धरना किया था. इस ही दिन हमने आगे की तैय्यारी भी
की और दिल्ली के समूहों ने पेंशन का स्वरुप, फैलाव और असर को समझने के लिए एक
सर्वे करने का निश्चय किया. इस सर्वे की एक संक्षिप्त रिपोर्ट अब तैय्यार है.

यह शीत कालीन सत्र शायद हमारे लिए आखिरी मौक़ा होगा जब हम एक सर्वव्यापी पेंशन
योजना के लिए प्रयास कर सकते हैं राष्ट्रीय चुनाव की घोषणा से पहले!

पांच राज्यों में चुनाव की घोषणा की जा चुकी है इन में एक राज्य दिल्ली भी है.
इस बात को ध्यान में रखते हुए यह महसूस किया गया की 25 नवम्बर से पेंशन के
मुद्दे पर जोर देना ठीक रहेगा. हमारा जोर रहेगा की हम “मांग ले कर आये हैं!
पेंशन ले कर जायेंगे!” हमारा शुरुआती इरादा है की हम कम से कम एक महीने बैठने
की तैय्यारी से बैठेंगे जब तक हमारी मांग काफी हद तक पूरी नी हों.
इस दौरान हम यह उम्मीद भी कर रहे हैं की विभिन्न जन आन्दोलन और अभियान इस
कार्यक्रम में भाग लेंगे जिस से कई मुद्दों पर विस्तृत विश्लेषण हो सकेगा और
जनता का एक घोषणा पत्र बनेगा. इस जनता के घोषणा पत्र का इस्तमाल राष्ट्रीय
चुनाव के लिए किया जा सकता है.

500 वृद्ध लोगों की दिल्ली में व्यवस्था करना हमारे लिए एक चुनौती होगी पर यह
सांसदों के लिए भी एक दबाव होगा.

यदि आप इस कार्यक्रम के लिए या इस के बाद अपना स्वेचिक सहयोग परिषद को देना
चाहें तो हमें बहुत ख़ुशी होगी! आप का हर तरह का सहयोग हमारे लिए अत्यंत
महत्वपूर्ण होगा!
