Java AM server & redundancy

Hi everyone! 

Due to often problem with using Samsung smartphone as an AM server (they can switches off unpredictably or because of Google and it's a problem to have them switched on back remotely) i decided to use in parallel the Java version of AM. 

The first thing that i've bumped to - the absence of flags - does it possible to get the flag service , custom devices, events there somehow ?

 The second question is about redundancy - does it possible somehow synchronize two servers for the same purpose?  I mean the Android one and the Windows.

The third - does the Rules engine for Java works w\o internet ?
