The National Consumer Advocate promotes the involvement of people who have experienced homelessness in the governance and operations of HCH projects and the National HCH Council, through research, policy engagement, training, organizing and peer support. Reporting to the Senior Director of Public Policy, this role also provides staff support to the Baltimore HCH project Consumer Relations Committee.

RESPONSIBILITIES

  • Provides support to the National Consumer Advisory Board (CAB) and its subcommittees, including administration, elections, annual workplans, mentoring programs, recruitment of individual members, leadership training and development, and regional structure development
  • Recruits and supports Regional Coordinators for NCAB and identifies professional opportunities for regional representatives and committee officers
  • Provides leadership on consumer governance and involvement, supporting HCH programs, providing expertise in law, regulations and best practices, researching issues, assessing needs, advocating for greater involvement, and providing resources
  • Completes all deliverables identified in the National HCH Council's Cooperative Agreement, including Consumer Participation Outreach Research projects, in-person, on-line and written training and educational needs
  • Maintains relationships and represents the National HCH Council with respect to local CABs, consumer groups in peer organizations, conferences, trainings, and other events
  • Actively participates in performance improvement activities and advocacy activities that support the mission of HCH
  • Performs other duties on an as-needed basis

QUALIFICATIONS

  • Education
    • Bachelor's degree in health, human services or education; Master's degree preferred
  • Experience
    • Individuals with personal experience with homelessness encouraged to apply
    • Direct experience in supporting underserved populations, community organizing and project management
    • Experience in providing adult learning, including familiarity with adult learning principles
    • Direct experience at a HCH project or with homeless and/or low-income individuals and families
  • Skills
    • Strong organizational, project management and meeting planning skills
    • Excellent interpersonal skills to collaborate with and maintain relationships with a wide range of organizations and individuals
    • Strong written and verbal communication skills, with a particular emphasis on presentations, public speaking and facilitation
    • Self-motivated and able to work with minimal supervision
    • Ability to convey a strong presence, professional image, and deal confidently with complex, technical and workflow situations
    • Commitment to progressive resolution of social issues
    • Demonstrated time management skills and ability to adapt to a changing work environment
    • Culturally sensitive working with staff and clients from diverse backgrounds
    • Able to work with ill, disabled, emotionally upset and sometimes hostile individuals

WORKING CONDITIONS

  • Able to move frequently throughout the day, including sitting and standing for long periods of time, bending and lifting up to ten pounds
  • Available for national travel approximately 5-6 times a year
  • May be exposed to infectious disease with little likelihood of harm if established procedures are followed
