You may recall that in mid April, we released a  Call for Resumes for anticipated hiring for target subsequent work for Bopha.

With the approval of our project under a consortium arrangement to proceed with our Recovery Phase for Bopha, we are pleased to formalize our job postings to cover up to November/December 2013.

 

This job posting is primarily directed (but not exclusively) to our Bopha team because they offer the ready understanding and familiarity of the work and the communities.

Recovery Phase for Typhoon BOPHA (a.k.a. PABLO)

 

Save the Children Bopha humanitarian response that began in December 2012 has reached more than 32,000 children and 13,800 families in Monkayao and Montevista in Compostela Valley; Veruela and Sta. Josefa in Agusan del Sur and Boston, Cateel and Baganga in Davao Oriental among others.  The response covered rapid assessment followed by comprehensive relief operations package of interventions that covered: (1) Child Protection (child friendly sessions in child friendly tents and the conduct of child protection rapid assessment with key informants training); (2) Nutrition (distribution of newborn kits to lactating women, screening and supplies distribution for Community-based Management of Acute Malnutrition – CMAM); (3) Education (school hygiene and back-to-school kits to over 8,000 school children, conduct of training on emergencies and distribution of tarpaulins as temporary roofing for schools); (4) WASH (water sanitation and health – water delivery / trucking, water and hygiene kits, hygiene promotion, water pump and reservoir repair and rehabilitation, toilets); (5) Food Security and Livelihood (cash-for-work activities); and (6) Shelter (household and emergency shelter kits)

 

Save the Children is working on a recovery phase intervention for a period of 6-7 months and will be working under a consortium team with Care, ACF, and Merlin.  Save the Chidlren is calling for applications for approved positions:

 

Fixed term positions for varying periods of 6-7 months or from about May to November 2013 in Tagum, Davao del Norte and Cateel, Davao Oriental

 

1.    Program Coordinator (Job Grade 4)

Responsible for a designated assigned area of the emergency response in the delivery of quality programming support and coordination with other project staff  to ensure integration of program initiatives.  Takes the lead in networking, partnering and advocacy including community mobilization, mapping and identifying potential partners (community-based groups, civil society organizations, academe donors), establishing active working relationships with local partners and local government units, NGOs; providing feedback / consultation with Advisors; facilitating capability building of local partners on policy advocacy and implementing local advocacy activities.  Takes the lead in programming work through periodic update and analysis of issues affecting children in the assigned area; formulating detailed implementation plan; ensures coordination and implementation of various thematic deliverables including education in emergency, health, livelihoods, WASH, etc in coordination with Program Officers and Advisors.  Participates actively in monitoring, evaluation and documentation. Capacity building

Qualifications.  Demonstrated experience in community mobilization, networking, or in emergency response;  leadership skills;  high level of organization;  Good planning and communication skills; high energy level and positive orientation.  Organized. 

                                                                                                                        

2.    Program Officer - Nutrition (Job Grade 4)

Responsible for the overall implementation of the Health and Nutrition component of the Echo II; Will be responsible for Nutrition staff of project from Save the Children and Merlin.  Responsible for ensuring quality and effectiveness of the health and nutrition initiatives of all members of the consortium; Work closely with the WASH team members to ensure that agreed work-plans, activities and deliverables under the School Health, Nutrition and Hygiene program will be efficiently implemented and completed as scheduled; Closely coordinate with the City/Municipal Health offices to ensure their participation in program planning, implementation and monitoring and evaluation; Ensure that standard health and nutrition guidelines are observed according to global protocols across various settings such as in regular program and in emergency situations;Collaborate and conduct consultation meetings with the City/Municipal Health offices, partners and other stakeholders for the pre- implementation and post-implementation activities in the program areas; Lead capacity building activities to identified Health Providers and Community Health Workers e.g. BHWs and BNSs in program areas Davao Oriental; Lead community orientations and trainings on health and nutrition promotion; Conduct post-training follow-up to Community Health Workers (BHWs & BNSs) trained by the program.

Qualifications.  Experienced nutritionist or Senior Nurse with Nutrition experience or trained doctor.  Experience in humanitarian organization will be an advantage; Familiarity of health, nutrition, education and WASH programs; Experience in working with the local government units, People’s Organizations, community leaders and government agencies; With positive leadership skills and strong capacity building / training skills; With strong oral and written communication skills; Keen on details, can handle multiple tasks and can work with minimum supervision; A team player with a well-developed work ethic.

 

3.    Monitoring and Evaluation Officer (Job Grade 4)

Sets up and maintains a monitoring and evaluation system for the project.  Collects and collates data on a daily, weekly and monthly basis for submission to Advisors.  Analyzes data to lead and support decision making.  Ensures participation of community leaders and other stakeholders in monitoring and evaluating conditions and the project initiatives.  Participates in documenting program challenges, success, and lessons learned. Liaises with the M&E officer; MIS for Mindanao and is under the technical oversight of the M&E Officer at the National Level in order to ensure that project outcomes and targets are reflected in the over-all SCI-Mindanao operations.

Qualifications: experience in planning, monitoring and evaluation, audits or similar filed in an emergency organization or setting;  demonstrate understanding of M&E, experience in data analysis programs such as SPSS. 

 

4.    Finance Officer (Job Grade 4)

Responsible for grant-related post-award functions, including budget and expense analysis, periodic invoicing, financial reporting, labor distribution changes, documentation, compliance and reconciliations.  Leads the reviews of general ledger transactions to ensure accuracy and completeness of journal entries.  Supervises the Finance Assistant and have direct reporting line to geographical areas of program and direct technical line reporting to Emergency Finance Manager.

Qualification. University Degree in Accounting or Finance or relevant accounting qualification or its equivalent; Ability to work independently and under pressure; Strong communication skills; Good knowledge of accounting; Computer literate, knowledge on the use of spreadsheet and word-processing.

 

5.    Project Officer - Food Security and Livelihood (FSL) (Job Grade 5)

Responsible for planning, implementation and management of Livelihoods program and familiarity of Health, WASH, Nutrition and Education programs.  Ensures the judicious use of resources and timely attainment of Livelihoods targets or outputs.  Leads in community mobilization and capacity building activities for school management committees and community officials and requires a high degree of collaboration with the Local Government Units, the Department of Education, other government agencies, INGOs/NGOs, People’s Organizations and other key stakeholders to generate technical, material, financial and policy support for Save the Children’s initiatives.   Leads in representation, resource mobilization and advocacy activities with relevant local and national stakeholders and in internal and external report preparation, communications and IEC materials development relative to livelihoods.

Qualifications. College degree and a development practitioner with field experience in humanitarian organization on Livelihoods programming; Familiarity of health, nutrition, education and WASH programs; Experience in working with the local government units, People’s Organizations, community leaders and government agencies;   positive leadership skills and strong capacity building / training skills;  strong oral and written communication skills; Keen on details, can handle multiple tasks and can work with minimum supervision;  Team player with a well-developed work ethic.

 

6.    Finance Assistant (Job Grade 5)

Supports the finance transaction processing of the project following procedures and donor requirements.  Prepares journals for check and petty cash disbursements ensuring timely and accurate payment and recording.  Reviews disbursement against activity proposal; prepare petty cash disbursement and replenishment.  Prepares cashbook reconciliation on a daily basis.  Reviews allocation and proper endorsement of statement of accounts before payment processing.  Review proper documentation and approval charges to grants.  Reviews statements of accounts and supporting documents for proper charging, approval, and coding.  Allocates office management costs.  Filing of check disbursement vouchers / journals.  Maintains monitoring sheet for checkbooks.  Assists the Finance Officer or designate in the month end closing.

Qualifications:  College degree in Accounting;  3-5 years finance work experience; non-profit / grant project / voluntary sector experience an advantage;  experience in a computerized environment and knowledge in accounting package preferred; strong communication and interpersonal skills; can do multi-tasking and meet tight deadlines; flexible, high work ethic

 

7.    Logistics and Admin Assistant (Job Grade 5)

Provides logistical and administrative support to matters including but not limited to general office support of filing, handling incoming and out-going communications, transportation / airplane / hotel arrangements, dispatching, procurement, and coordination and support on LGU and beneficiary coordination, data entry work on commodities movement, and monitoring of security and safety as needed, preparing summary or comparative table, procurement of goods and ensuring timely delivery.

Qualifications:  Work experience in non-profit / grant project / voluntary sector experience an advantage;  experience and knowledge in procurement processes; strong communication and interpersonal skills; can do multi-tasking and meet tight deadlines; flexible, high work ethic

 

8.    Two (2) Community Mobilizers Cash-for-Work / Livelihood (Job Grade 6)

Mobilizes partner communities in the implementation of project components.  Sustains and enhances established partnerships accomplished during the first year of the project with the school personnel, local government units, and community organizations.  Scopes for more possible partners, governmental and non-governmental, who can help strengthen and improve youth programs in partner communities.  Assists the Program Coordinator and Project Officer in the provision of quality and timely technical inputs and support to partners.  Assists the Program Coordinator in overseeing the delivery and implementation including the monitoring and evaluation in partner communities under the project.  Qualifications: Strong familiarity and significant experience in Livelihoods programming and practices at the community level.  Good communication skills; adhere to community-based approaches;  good community organizing and community mobilizing skills.

 

9.    Three (3) Community Mobilizer Nutrition (Job Grade 6)

And a Community Mobilizer Nutrition Education (Job Grade 6)

Organizes and orients community groups; strategizes practical approaches to mobilize community-based groups, mothers, youth, children;  Coordinates with community, school and local officials and where appropriate mobilize cash and labor counterpart for Nutrition Education activities; monitors and collates results;  refers key issues to Advisor team

Qualifications: Strong familiarity and significant experience in promoting health and hygiene messages and practices at the community level.  Good communication skills and background in health and nutrition; adhere to community-based approaches;  good community organizing and community mobilizing skills;
