WooCommerce store locations

Hi WP folks,

I'm looking for help with a WooCommerce store. The company has three store locations, and they need to have a popup at the beginning of the experience that prompts the user to choose their store location and then they are shown only products  that are stocked in that location. They have a large number of store pickups and local deliveries so location is very important. 

Previously, this was done by tags on the products that matched the locations that stocked each product. The developer became unresponsive and WooCommerce was far out of date. The plugin isn't functioning with the current version of Woo, and I'm not able to fix it. Anyone willing to take a look (for your hourly rate)?
