RFC: mpi4py is moving to BSD 3-Clause license

Dear all,

I've opened a PR in GitHub https://github.com/mpi4py/mpi4py/pull/512 adding some new Fair Play rules in the spirit of NumPy's NEP 36 https://numpy.org/neps/nep-0036-fair-play.html.

Additionally, we would like moving from the current BSD 2-Clause license to the BSD 3-Clause license.  This change is fairly inconsequential for users and distributors. It simply adds an additional clause against using contributor names for promotional purposes without their consent.

The PR is still in draft mode waiting for a review, and I'll keep it that way for a couple of weeks waiting for any comments, requests for clarification, or objections.
