Flipper coils way too strong

I've tried adjusting the code in my coils config and even when set to 1 the flippers are super strong. 

  c_flipper_left:
    number: 0-0-8
    allow_enable: true
    default_pulse_ms: 1
    default_pulse_power: 1  
  c_flipper_right:
    number: 0-0-9
    allow_enable: true
    default_pulse_ms: 1
    default_pulse_power: 1  

what should i be looking for?  i have a 48v power supply and classic stern flipper mechs

just saw that i have allow enable in my code which gives 100% power. my bad you guys

Is this a classic bally/stern conversion?

A 48V supply will adjust down to 43V to match stock voltage.

You can also lower your pulse_power and hold_power (1 means 100%, 0.5 means 50%).

thanks guys. both ways suggested worked to bring the voltage down.
