In a fit of insanity, I deleted the welcome message in my FTP directory after
loading 2.2.6.

1) What is the name of the file so that I may recreate it?
2) Does it go in ftp/ or ftp/etc?


I feel very silly right now.

There was a welcome message with the default ftpd? I'm running wu-ftpd
and you specify it's location in ftpaccess.

Usually you drop a .message file in the directory you want the message to
display in.

/var/ftp/etc/ftpmotd is, I think, what you want.
