BACKYARDERS RESPONDING TO THE WESTEERN CAPE MEC FOR HUMAN SETTLEMENT
A response letter regarding a collective demand by different communities of the Western Cape that the MEC Bonginkosi Madikizela sign an undertaking forcing him to refrain from illegal evictions and demolishing of houses in the province. Our view as Backyarders is informed by our experiences and attitude of the Human Settlement Office towards poor and marginalized groups. His office has always maintained a false mantra that it does consult with communities when in fact this is not true. However a track record of both National and Provincial Human Settlement is showing a dismally failed project of adequate housing delivery since 1995. The view that the Western Cape Province is the best performing city in terms of service delivery can be misleading since these views are by and large come from the middle class citizen not from the poor majority people of this province. This popular view has caused unprecedented behavioral The unfolding protest by different poor and marginalized communities taking place at the office of the Human Seand attitude by most officials in the province, they have since try by all means necessary to avoid any bad publicity against the city.
ttlement in the Western Cape is the result of this fall short that they are covering up. The MEC Bonginkosi Madikizela is now refusing to sign an undertaking that he will not demolish or evict illegally. He says as long as people are taking the land illegally he will continue to demolish without anybody’s “PERMISSION”. As backyarders we ask:
-Which law of this land that allows the MEC to demolish or evict without following proper procedures that are stated in section 4 & 6 of the PIE Act?
After the bulldozing of houses in Mandela Park on the 4 February this has left four family members in Mandela Park homelessness. They are now temporarily squatting either at their neighbor’s house or close relatives something contradicting strongly with PIE Act. This in our view is adding numbers to the disastrous log jam that the department has. We further saying if the MEC Bonginkosi Madikizela is found to have breached the law, necessary steps that will lead to his arrest must be followed. Also we demand his office to reimburse those member communities that felt victims due to his foolish act.
As backyarders we are calling for a support from any independent association to help investigate the MEC for housing against these allegations as the police cannot be trusted due to our practical experiences.
