Custom MPAS meshgrid

I am interested in formulating an MPAS atmosphere meshgrid with some unusual characteristics. It would have 1-km horizontal resolution inside an elongated semi-rectangular area and ~100-km resolution outside that area around the globe. The rectangular area would have dimensions of about 1000km x 1500km. The density of points would smoothly transition from the fine- to the coarse-resolution regions. Is there some way you can help me formulate such a grid for MPAS atmosphere?
