Difference in MP4ItmfData->dataList.elements[0]->valueSize and strlen for multibyte languages

I'm a little out of my depth here, but I have a user in Japan and when he sets and then retrieves the iTune atoms iTunEXTC an iTunMOVI, the value size seems to be reporting the number of characters, not the number of bytes.  If I do a strlen, I get the actual number of bytes.  Should valueSize also reflect this?
