* Upgrades for NodeJS from 10.22.0 to 10.23.1 and for NPM from 6.14.6
to 6.14.10 have merged to mozilla-central.

* Anyone who builds Firefox will need to run `mach bootstrap` to
upgrade the toolchain on their machine.

* For safety, the updated versions of NodeJS and NPM have been set as
the minimum ones that `mach` commands will allow.

This may also mean that running `mach eslint ?setup` will abort until
you upgrade your NodeJS (i.e. you run `mach bootstrap`, in most
cases).
