Intent to ship: change Treeherder's Pulse exchanges

Hello all,
By the end of the month I intend to switch Treeherder from consuming Pulse messages from the taskcluster-treeherder service to messages from Taskcluster canonical task related exchanges.

The work can be followed in here:

This in order to shut down the taskcluster-treeherder service.

This could potentially have some jobs not showing up on Treeherder. Tests will need to pass, however, there's a chance there could be a bug introduced in the code and some specific type of tasks not show up on Treeherder.
