Live-logs for level-3 windows builders

I just landed work to stream live logs via websocktunnel instead of using
direct IP access to the workers.
Aside from being a step toward redeploying TC to GCP, this means that *level
3 windows builders now have live-logging* in a secure fashion.
This work only applies to generic-worker, unfortunately, so linux and
macosx builders still don't have live logging. But getting those moved
over to generic-worker should be done soon, at which point live-logging
will work :)
