RFC#158 - Artifact Metadata

Hi all,

https://github.com/taskcluster/taskcluster-rfcs/pull/158 proposes to add a
`metadata` dictionary to `S3ArtifactRequest`, containing at least a
`ContentSha256` string. Once implemented, this will become the primary
means to guarantee artifact integrity, obsoleting the Chain of Trust key.

Please read and comment in the PR if there are any questions,
clarifications, or concerns we should address.

If there are no objections, we can move this to the final-comment phase
next week.

No one raised any additional concerns in the last week. We're now moving
this RFC to final comment, to be decided by October 15.
