I've just penned a new RFC:

It introduces a new, documented and supported way for tasks to determine
where they are running, which is helpful for selecting things like sccache
buckets, hg mirrors, and the like.
Please have a look and make any comments in the PR or on this thread.
This work will block getting sccache and hg mirrors working in GCP, which
is a high-priority project, so the sooner I can gather feedback, the
better. Thanks!
