[docker-worker] Removal of the deprecated payload field "encryptedEnv"

If you don't use the "encryptedEnv" payload field, you can stop reading here.
The encryptedEnv feature has been deprecated for a long time, and
after https://github.com/taskcluster/docker-worker/pull/505 is
deployed, it has gone. If you use encryptedEnv, you should migrate to
taskcluster-secrets. Ping me in #taskcluster to get some help on how
to do it.
