As part of Bug 917485, we've split the build/puppet hg repository into two branches: default and production.
Changes should continue to land on default as before, with merges to production occurring only by buildduty or with buildduty's permission. This gives us a little protection against changes getting deployed unintentionally.
Longer-term, some of the orgs using PuppetAgain should have their own repos and merge changes from the build/puppet repo at their own pace.
