Pulse migration, take 2: 2015/10/14-15

We have sorted out the SSL certificates and confirmed that they work, so
we'll be trying the Pulse migration again, around 0:00 UTC 2015/10/15,
i.e., the same time as the previous attempt. As with last time, we'll
update the DNS entries but leave the old cluster up until we confirm
that we can use the new cluster. We'll then shut down the old cluster,
which will disconnect existing clients and (ideally) force them to
reconnect to the new cluster.
