Pulse queue limit raised

FYI I raised the maximum queue length from 8000 messages to 16000
messages today, since it only took about an hour for a
Buildbot-subscribed queue to fill up at the previous level. I also
raised the warning threshold from 2000 messages to 4000.

If you do not mind, I would vote for a *lower* warning threshold: I
would get extra time between the warning and loosing the whole queue.
Also, when the queue is full, it would be nice to throw away the oldest
messages, rather then the whole queue.
