Intent to decommission pulsetranslator

TL;DR - we intend to decommission pulsetranslator after migrating users to
buildbot's raw pulse stream.

The pulsetranslator service was originally written to provide a more
stable, normalized version of buildbot's pulse stream, which abstracts some
of the messy details that often change in the raw buildbot pulse messages.

However, it appears that the only consumer of pulsetranslator is
ActiveData, and pulsetranslator will eventually become unused as ActiveData
migrates to buildbot's raw pulse stream, and buildbot is eventually
entirely superseded by TaskCluster.

If there are other users of pulsetranslator, please let me know so we can
determine if migration is appropriate.

mozmill-ci got rid of pulsetranslator a while ago. So all fine from our
side.
