Changes to numbering of Versions and Milestones fields in Bugzilla

Version will be numbered as Firefox NN, and Milestone will be NN Branch
starting with Firefox 81.

This is in order to reduce confusion when filing, reading, and making
decisions about bugs.

It also simplifies the set of tasks the Bugzilla and Release Management
teams perform at the start of a nightly cycle.

This naming convention will apply to new Firefox related projects. See the
table below.

NSS uses its own version numbering.

This is a simplified version of changes which the Bugzilla team were
considering during H1 of 2020.
