New Triage Process: Triage Center Updated

Last week when we announced the changes to the Firefox triage process (

I said that https://mozilla.github.io/triage-center/ was going to be
retired.
We don't have any sort of stats reporting on that project, so we didn't
realize how much it was used.
I discussed this with the Bugzilla team this morning and we decided to
update it for now while we review tools that depend on Bugzilla.
