I had something similar - it wasn't anything to to do with TB3, it was a
Microsoft Office patch, which reset my default mail to Outlook without
asking....

I should have noted in my first post that I used WinXP(sp3) --
because I see that another poster discusses the same issue with Linux.
To pursue your lead, I checked in Start | 'Set Program Access and
Defaults' and it was set as "Custom" and the radio button "Use my
current email progam" was selected. It had TB selected for "Enable
access to this program". It may or may not have also been enabled for
Outlook Express; at this point I'm not sure, but I do not even have
Outlook Express installed on my computer.
I changed from "Use my current email program" to *requiring* that TB
be used. I found, however, that even when I did that, when I came back
to that dialog box, it had automatically reset to "Use my current email
program" again. Not clear what was going on there.
The good news is that I can now email from Picasa through TB: after
playing around with the above settings, I tried emailing from Picasa
again and all works as intended.
I thank you for your post which pointed me in the right direction.
