Send button greyed out!

I'm running Tbird 60.8.0 (32-bit) and, for the last few minutes, my Send
button seems to be permanently greyed out!

I'm baffled by why this would happen. It just started but I haven't
updated anything today and sent other emails successfully earlier in the
day.

I think you'll agree that an email program without a working Send button
is missing some critical functionality.

I tried closing Tbird and starting it again but that did NOT fix it.

Not trying to be clever, but occasionally routines change... so you
are entering a valid address in the 'to' field?

For me with 60.8.0, the 'send' button remains greyed out till a
recipient is entered.

I see it grayed out until I enter an E-mail address for a recipient,
either To, CC, or Bcc.

I've had something similar, though not identical. I click on Send (or
ctrl+enter) and the message doesn't get sent, and the interface becomes
largely unresponsive. This does feel as if there is a hidden window that
has stolen the focus. However I do know that it is add-on related,
because it doesn't happen in safe mode.

My own Thunderbird has an annoying habit of leaving an orphaned context
menu on show, even when you switch to another Thunderbird window or
another application. To fix this I have to make the context menu's
original parent page show, and close it there using escape. Again, this
may add-on related.

so:
Check that you don't have a pop-up window or context menu in the
background that is holding the focus.
Try safe mode to eliminate add-ons

You set you TB offline.
Set it online again (lower left edge)
