No way AFAIK
As soon as you go into compose mode the QP is converted to text/html

You might be able to save a mail as an eml, then send it as an attachment to retain QP
But don't try to edit it, as QP will go away.

Yes. The preference was removed from the Options, but is still
available as a “hidden” preference through the Config Editor.

Go to: Tools » Options » Advanced » General » Config Editor
and look for a preference with name
mail.strictly_mime
For messages that contain 8-bit characters, the preference's boolean
values and their effects are
false –– send as 8-bit.
true –– send as quoted-printable.

I did that, even restarted TB (17.0.4, up to date), no avail:

- opening a New Message (clicking "Write"), filling it, saving, Ctrl+U:
......
Content-Transfer-Encoding: 7bit
......

- checking again my change is still there:
Tools > Options > Advanced > General > Config Editor > I'll be careful, I promise > Search "strictly", I do have:

"mail.strictly_mime | user set | boolean | true".
