Hover Over Mailbox Shows Unread Messages

Ok, I forgot the answer ...

Hovering over any mailbox will show the unread messages in a balloon.
How to disable this? It's not an addon, restarted with addons disabled.

Thanks, have a few users with this problem as well.

mail.biff.show_balloon set to "false"
mail.biff.alert.show_preview set to "false"

TOOLS => Options => General => Show Alert is UNchecked

With same 17.0.2 build on Win Vista I do not see any "balloon". I assume
You did the usual test for a bad add-on interaction. While checking out
prefs for this I got a new mail, only the audio alert sounded, no
visuals including your issue. My config is same for the prefs you listed
plus these additional user settings.
mail.biff.alert.show_sender;false
mail.biff.alert.show_subject;false

Like I said, not an addon. The problem occurs in safe mode. When a new
message comes into the inbox and I hover the mouse over the inbox, the
contents of the message are displayed in a balloon or tool-tip, whatever
you want to call it.

This has come up here in this group a good while back and I forgot the fix.

I think the one being sought is "mail.biff.alert.show_preview".
