Are you sure you really mean "attachments"? Or do you mean inline images?
My mom and I are both using version 14.0, and she has the
"Thunderbird strips inline images from forwarded emails" bug.
I've spent the last 2 hours researching this issue. My research shows that
this bug has been in versions from 1.5 to 14 at least, and probably exists
in *ALL* versions. All the posts I've seen from 2005 to 2012 (on Usenet,
web forums,
mozilla.org,
mozillazine.org, etc) consist of users complaining
about the bug, and Thunderbird apologists stating that it's already been fixed.
It hasn't been fixed, though. Thunderbird version 14 continues to sporadically
strip out inline images from forwarded emails. No one appears to know what's
causing it (least of all the developers) and it's obviously never going to get
fixed.
I did see one work-around though. I tested it, and IT WORKS:
Tools/Options/Composition/General/Forward Messages/As Attachments
This forwards messages as "*.eml" file attachments rather than
in-line. When the recipient opens the email and double-clicks the
"*.eml" attachment, the original inline images will then be displayed
correctly.
The same work-around may work to fix a "TB fails to forward attachments"
bug if that's what you're having, because it should encapsulate the
entire original message (attachments included) into an attached eml file.

Most of the settings in Thunderbird aren't on the "Options" or "Account Options"
dialog boxes, but in the (highly cryptic) "about:config" interface. A setting
such as
SdJwYRDFeG = "GG75<Aq74("67");>"
might actually mean
"set maximum line length in replies to Usenet messages to 67 characters"
or some damn such thing. Thank, Mozilla. I really needed that.
The "about:config" kluge in Firefox and Thunderbird is the worst feature.
But now that Thunderbird is officially obsolete and no longer under
development, this will likely never be fixed. Along with many of the other
bugs I've been complaining about for years. Oh well.
