Is there a setting for this?

What's happening here is, I believe, that you are re-forwarding (inline)
a message that was forwarded to you as an attachment. Attachments are
not included in the forwarded text. Further, the mail client that your
correspondent used didn't add a filename to the attachment; whereas Moz
is implemented to always put a filename on MIME parts (unnecessary, but
that's what it does). So it adds a name to the attachment it's
forwarding, and the name is pretty much random:
http://mozillanews.org/bugzilla_warning.php3?id=188108
There's a patch waiting review at that bug which changes the behavior to
use the name "ForwardedMessage.eml" instead of "(null).eml" -- not the
ideal behavior, but I guess making the behavior smarter would require a
lot of re-writing.
A workaround with 1.5 is to save the attachment that was forwarded to
you as a .EML file, then open that (using File|Open from TBird), then
select Forward from that window. This doesn't include any text your
correspondent might have put in their message when forwarding to you.
With 2.0 and later, you'll also be able to Forward from the window you
get when you directly open the attachment into its own window (rather
than saving to disk and opening).
Another workaround is for you to use forward-as-attachment rather than
forward-inline.

This doesn't make sense to me; the recipient of your message ought to be
able to view the forwarded attachment even with the weird name.

PS: make sure you're set to use html for the reply.
I often receive forwarded jokes with images from a friend using AOL. On
occasion, I want to pass one on, but minus up to six levels of prior
forwards and a zillion e-mail addresses showing. (I know, I know, my
friend shouldn't do that, but I can't get him to edit before sending!!)
Only way I've found to do that with TB (thus avoiding having to screw
around with OE, ugh!) which will allow me to edit out headers while
retaining the images is to:
- start to reply to my friend, then replace his address with (bcc)
addresses I want to send to.
- edit out prior headers.
Only problem is that stuff goes out quoted. That's pretty minor.

Well it could have been in a specific instance, but I've located one
that isn't. Someone with an AOL account did forward a message to me but
the message and the forwarded message contained 'wallpaper'. This is the
primary part of the source with some data that might identify the
message contents removed.

The 'wallpaper' and the entire message became (null.eml).

Ahh, now I see it as I tested it. My problem was I didn't have the eml
extension set to open anything. Interestingly enough, I figured it would
open in OE, but it didn't? I did get 2 attachments, one (null).eml, and
the other subjectname.eml (where the forwarded subject, including the
re: was in the name). The (null) was the complete message, the other
part was the forwarded message only.
Now one other oddity. When I clicked on the (null).eml Windows asked
what to do with it? The check box said this setting can be changed at
TOOLS-OPTIONS-DOWNLOADS, but that doesn't exist? The closest I can find
is TOOLS-OPTIONS-ATTACHMENTS-DOWNLOAD OPTIONS, and under the VIEW AND
EDIT ACTIONS, I'd expect to have seen .eml, but it isn't there? Looks
like Windows is managing this for me as I see that for the extension as
to what program will be opened. I guess the person I did send it to
didn't have OE or TB? I do know they use Yahoo web mail and maybe that
didn't open it and could be the answer?
