Its not there by default.
Make it with any good ole text editor.
C:\Documents and Settings\USERNAME\Application
Data\Thunderbird\Profiles\######.default\chrome Folder
Close Tb.
Goto your current profile folder.
Look for a folder named 'chrome'. If it doesn't exist then create it
just under profile folder.
Now set your file explorer to show file extensions. Here are instruction
about how to do it

Open chrome folder.
Create a text file (.txt). Change its name to userContent and extension
to 'css' so that whole file name becomes
userContent.css
Open this file using you file editor ( notepad/wordpad )
Type whatever code you have there.
Save the file.

default folder
%%%%%%.default folder
In the%%%%%default folder I have an "extensions" folder which has four
folders (e.g. %%%%%%%%%%%%)three of which have a Chrome folder and/or a
chrome.manifest file.
Does this userContent.css file that I create have to go in a "Chrome"
folder that I create and put in the %%%%%default folder or in the
Profiles folder (or in one of the folders in the extensions folder)?

It should also contain "mail" and/or "news" folders if you've set
up mail and/or news accounts. If it does, you're in the right place.

Yes. Note that the folder name should be "chrome", not "Chrome".
Since you're using Windows, which isn't case-sensitive in most cases,
that's not absolutely necessary, but it would be if you were using
Linus, which normally is case-sensitive.

When you create and save that userContent.css file, make sure
that the editor you use doesn't add another extension to the name,
making it userContent.css.txt or anything else.
