Both TB and FF have suddenly manifested a problem with scrolling using
the mouse scroll wheel.

It used to be that the scroll wheel would advance whatever window the
mouse pointer was in by one or two lines. Now it jumps several lines,
the number seeming to be a random number. I have not noticed a
correlation with anything I do. This is annoying to say the least.

Any ideas? I did install a new mouse recently.

Check your mouse settings, you may have somehow changed it to scroll a
"page" at a time or some such.

Check to see if a recent Windows Update updated your mouse software, and
check the settings in the OS for this. My mouse scrolling is unchanged.

Thunderbird just updated itself to version 5.0 on my system, and the
scroll wheel function of my Lenovo W510 ThinkPad stopped working for
Thunderbird (but not any other app, though I haven't tried FF 5.0
because I use plug-ins that are not yet compatible with FF 5.0).

This is not a driver problem (at least for me) -- it's a Thunderbird
problem. The scroll wheel functionality works fine in Chrome and
Windows Explorer.

Possible hardware problem? Lots of posts for erratic scrolling on the web, usually system wide, I'd double check to see if yours is similar. Some recommend a blast of compressed air to clean out the scroll wheel chamber, but if it's a new mouse, it might just be defective? Popping it open with a screwdriver might void your warranty, but yield a solution.

Here's one page on cleaning a scroll wheel: http://www.robotroom.com/Cleaning-Mouse-Scroll-Wheel.html
I've seen others where people correct this behavior by opening things up...

I've tried that trick (compressed air) on a Logitech mouse that had
erratic scrolling. It turns out that the scroll wheel was lubricated
with some sort of silicone grease, and the grease leaked into the
interruptor slits. At first, the compressed air just blew more
grease into the slits, but after a lot of blowing, it fixed the
problem.

Obviously the quick check is to try another mouse...

The only other thing I can think is to see if you have "smooth
scrolling" enabled, and if disabling it makes a difference.
