The free program ImapSize will convert .eml files to mbox files, then
you can use the Tools > Import > Mail function to import them. When you
first start it, it will ask you to set up an account. Just cnacel out
of that window and go to the tools menu and select eml2mbox and follow
the prompts from there.

You'll find it here:

I was sure you could do that in TB2, but It looks like they've changed
the interface in TB3. If you saved all the files into one mbox file,
you should be able to copy it into the the "local folders" folder in the
Mail folder in your profile folder. Do that with TB closed and if the
file has an MBOX extension (eg. example.mbox) remove the extension, then
open TB. You should see a new folder in your local folders.

This will help you find your profile folder if you don't know where it is:

Change the name (eg, to "OldInbox", and copy it into the Mail subfolder
in Profiles. Next time you start TBird, you'll see a "folder" named
OldInbox). This works with all versions of TBird.

Yes, it is a fact that to Import .eml files to Thunderbird is not an easy task, because EML format is used by Windows Live Mail, Windows Mail, Outlook Express to save their emails, while Thunderbird supports MBOX format. So, for importing emails, messages, files from EML into Thunderbird, you definitely need a third party utility. EML to Thunderbird Converter provides you exact solution about how to import .eml to Thunderbird. Recently I handled it and it allowed me to achieve the desired result about the .EML to Thunderbird Conversion. Note that Thunderbird uses the .eml format too. File|Save As|File saves
as .eml.

Also (on Windows, I am not sure of other platforms) you can import a
.eml file into Thunderbird simply by dragging and dropping it into the
folder you wish to import it to. You can do this with multiple .eml
files in one drag operation.

The ImportExportTools extension also allows for bulk import of .eml
files. See https://nic-nac-project.org/~kaosmos/mboximport-en.html

Last but not least, it is worth noting that the .eml file format is
nothing weird. It is essentially the same as mbox but a) containing only
a single message, b) no leading From line, and c) no From-munging in the
body.

I used "eml2mbx" when I needed to import FoxMail mail (now there's a
nice looking mailer) to Thunderbird, and the ImportExportTools extension
to import the mbox...

I import .eml files without using a tool or an add-on by a simple drag &
drop of the file(s) either on the folder in the folder pane or in the
thread pane of a folder.
