have already disable the antivirus and firewall on that system and
there is no scaning fro outgoing message. Its working wiith ms

How big is the attachment?

Maybe your message is too big. Unlike OE, Tbird doesn't have a feature
to break smtp messages apart into pieces to be reassembled.

I don't think that email is a good way to transfer large files. Large
files should be transferred with a file transfer service or ftp.

about:config has a place to adjust timeout mailnews.tcptimeout

http://kb.mozillazine.org/Modify_Thunderbird_settings#Change_connection_timeout
Change connection timeout

The article below has a lot of suggestions.

http://kb.mozillazine.org/Can_not_send_large_attachments Can not send
large attachments

1 K isn't large.

The article above also addresses issues that are not the /size/ of the
attachment.

<snip>
Its also possible the problem has nothing to do with the size of the
attachment. Try the following:

* Send a message with a small attachment with the same file
extension to verify your SMTP server is not filtering based on the file
extension. You might also try sending the attachment as a .ZIP file.

* Check that the attachments filename doesn't contain characters
that might cause a problem by renaming it beforehand to use just 7bit
ASCII letters.

* See if the problem only occurs for a specific file name
extension. A number of users have had problems sending .doc attachments
and fixed the problem by exiting Thunderbird and deleting the
MimeTypes.rdf file in the profile. [...]
</snip>

My problem is solved by editing two fields in filter tab:

mailnews.tcptimeout 300
network.tcp.sendbuffer 65535

That works without fail here, no idea why you had to increase it.
Network maybe or limits set by your ISP?
