Every time TBird is launched, Account Wizard is popped up and I have to
enter my name and my email address to proceed to using TBird. This just
starts happening and I can not figure out why. The version is 1.5.0.9.
Could anyone help me?

Correction:
I do not have to fill the wizard instead I can just click "Cancel". But
popping up a display of Account Wizard every time TBird launches is
still true.

The personal profile is shared by four OSs or Windows Vista x86, Windows
Vista x64, Windows XP x86 and Windows XP x64 and this problem happens on
all of these OSs.

just try this:
instead of clicking on Cancel , create that account by putting invalid
information.
when done , restart TB.
if you don't get such popup , goto Tools>Account Settings.
select that account , click on 'Remove Account'
restart TB

I entered one of the existing mail account and one invalid news account.
Then a new newsgroup account is created. Still Account Wizard popped
up so I took the process of removing the new newsgroup account as you
suggested but it automatically recreated and it never go away. I deleted
all files and folder related to the new newsgroup but still it came back.

It appears that there is a file in the personal profile which memorized
all accounts including the new newsgroup account.

The Account Wizard no longer pops up. I am not sure at what point of my
trouble shooting activity it stopped being displayed. Probably after I
deleted files and folder from the personal profile.

I am still unable to remove the new newsgroup which I added as part of
the trouble shooting activity: It comes right back as previously posted.
Everything else seems to be normal.

goto Tools>Account Settings>That NG account>Server Settings.
Look at the path mentioned just under 'Local Directory' label.
delete that NG account.
close TB
goto TB profile folder.
move folder of that NG account out of profile folder.
start TB

I saw the the path to the problem newsgroup account but there was no way
to delete the entry which is shown just under 'Local Directory' label.
Your further assistance is appreciated.

Please backup prefs.js file before trying this method:

open TB.
goto Tools>Options>Advanced>General>Config Editor

type mail.server.serverX.name

substitute X by values stating from 1 , and check every time whether it
shows that NG name as 'value'

i.e ,
mail.server.server1.name
mail.server.server2.name
mail.server.server3.name
(until you find that NG name as value )

when you will get NG name in value field ,

type mail.account.accountX.identities [ substitute X by the number for
that mail.server.serverX.name shows name of that NG ]

at value field it will show idY

type in filter
mail.identity.idY.valid
double click on it to toggle its value
restart TB.

I assume that 'mail.server.serverX.name' is supposed to be typed in the
'Filter' field.
I typed in as above and the name of the problem newsgroup account showed
up at two locatins or 'mail.server.server28.news' and
'mail.server.server39.news'('news' is the name of the problem account).
For each of the above locations there are two entries under the 'Value'
column as follows:
D:\TBird\News\news.rc
[ProfD]News/news.rc

Now question:

1) Is "mail.account.accountX.indentities" supposed to be type into the
'Filter' field?
2) What exactly is supposed to be entered. I have multiple of mail and
newsgroup accounts. What is 'indentities'?

I would appreciate it if you would clarify the above.

Thanks for your response for clarification.
I assume the Value is supposed to be set as 'False' at the last step. So
I set all(six locations) of them 'False' and restarted TB. Then the
"Account Wizard" came back, I closed the wizard and removed the problem
newsgroup account. I restarted TB and found the account came back.

I reviewed the value shown at the last step and found three of them were
reset to "True"

I appreciate your further assistance.

last thing that i can suggest:

close TB
goto TB profile folder.

backup prefs.js
open prefs.js in your word editor.
goto Edit>Search,
search for serverX
delete all lines that contains serverX
start TB

if still getting same problem:
close TB.
goto start > run , type
"thunderbird.exe" -P
it will open profile manager.
create a new profile at any custom location.
open TB with new profile.
create all accounts.
close TB.
migrate these files and folders from old profile to new profile:

1.abook.mab and history.mab (and Other address books that you create in
addition to these will also be named with the ".mab" extension, such as
"abook-1.mab" or "abook-2.mab" )

2.cert8.db

3.chrome folder

4.key3.db and signons.txt

5.mimeTypes.rdf

6.training.dat

7.virtualfolders.dat (if exist)

8.Mail and ImapMail folders

9.extensions folder

start TB with new profile.
if you will find everything works fine then delete old profile.

The last suggestion(creating accounts anew) resolved the problem. I was
thinking that the prefs.js appeared very poluted and many unneccessary
or harmful entries are in it. So I am very glad to know that it has now
been very well cleaned up.
Thank you very much for your help.
