Descriptions for Options window panels

Per <https://wiki.mozilla.org/Support/Firefox3.1:Options+Window>, here
is a draft of the descriptions to be used. Note: the Applications panel
description and Advanced panel description were already in the Options
window article.

The Main panel contains
{DIV(class=win,type=span)}options{DIV}{DIV(class=noWin,type=span)}preferences{DIV}
related to the most commonly used settings.

The Tabs panel contains
{DIV(class=win,type=span)}options{DIV}{DIV(class=noWin,type=span)}preferences{DIV}
related to the ((Tabbed browsing|tabbed browsing)) feature.

The Content panel contains
{DIV(class=win,type=span)}options{DIV}{DIV(class=noWin,type=span)}preferences{DIV}
related to how websites are displayed.

The Feeds panel lets you determine what Firefox does when you view a
((Glossary|#feed|web feed)).

The Applications panel lets you choose applications and other handlers
to handle different types of content (e.g. PDF documents). It shows you
a list of content types and lets you select a handler for each type.

The Privacy panel contains
{DIV(class=win,type=span)}options{DIV}{DIV(class=noWin,type=span)}preferences{DIV}
related to your privacy. As you browse the web, information on where you
have been, what pages you have visited, etc are stored here.

The Security panel contains
{DIV(class=win,type=span)}options{DIV}{DIV(class=noWin,type=span)}preferences{DIV}
related to keeping your web browsing safe.

The Advanced panel contains many
{DIV(class=win,type=span)}options{DIV}{DIV(class=noWin,type=span)}preferences{DIV}
that are less likely to be used by most people but are useful and
sometimes critical
{DIV(class=win,type=span)}options{DIV}{DIV(class=noWin,type=span)}preferences{DIV}
for some people.

No feedback? I'd like to start contacting locale leaders about this
tomorrow.

The only thing I wish to know if this is to consider a "blocker" for Fx
3.1. In this case, I must set priority for these articles.

I need feedback on the description text.

Yes, but it is mostly a structural change, that we can apply ourselves
if needed, with the exception of translating the panel descriptions, and
article names.

I assume that some of our locale leaders are also part of the product
localization teams. If the timing is a problem, this can wait.

The Privacy panel does not include the recent change on 3.1
The setting "Ask me before clearing private data:" has been removed.
