In case she changes her mind after using Tabs for a while:
You can double-click on the configuration option to restore default.
I think is unlikely that many people using Tabs will actually want
to see their home page come up more than once, as there is a
Home Page toolbar button, and keyboard shortcut Alt+Home

Well, "browser.tabs.loadOnNewTab" is conspicuous by its absence in
Firefox v3 !
I htried it on a v2.17 in WinME and v2.16 in Linux and neither had the
desired effect...
So it looks like she's dependant on the add-ins, of which she has a
(slightly justified IMHO) mistrust.
Sorry should have looked at the last line for the about:config
configuration option description, before suggesting it as it no longer works.
