Character Encoding grayed out

When I open my webpage

http://emf.neocities.org/bd/itaintmebabe.html

in FF, and click View, the Character Encoding line is grayed out. Why?

"View" what exactly?

If I click View - Page Info the encoding is correctly shown as UTF-8.

In my Linux Firefox it is the Text Encoding line.

Same here.

Why is Text Encoding grayed out under View in the Menu Bar if the user
isn't smart enough to use Page Info? Which in my Linux Firefox is under
Tools in the Menu Bar.

Why does the user have to use the Menu Bar to access these things and
why aren't they under the Menu Button?

For me, it's "Character Encoding" and it is *not* greyed out in the
View menu. But ....

There's a "Character Encoding" icon available for the Menu Button
palette. It is greyed out for me on that page. I dunno why.

FWIW neither the view menu item nor that button - once I add it to the
toolbar - are greyed out. Mind you some of the options available from
that button are - it's not the same as the menu item. (Linux)

The Text Encoding button is not greyed out on the toolbar, but the menu
item still is for me.
