Persistent addon update

Microsoft .NET Framework Assistant 1.3.1 continues to come up as an
available update and I don't particularly want to use it.
I have disable the addon in the Addon Manager but it still keeps coming up.
I have told Addon Manager to NOT include the update but it still tries
to install the addon (and then sits there forever) apparently doing nothing.
How do I get correct this situation?

Firefox 21.0 and Windows XP
