I don't have an answer for blocking them per se, but if you are using
uBlock, you can left click it's icon and then click the little medicine
dropper by "on this page". As you drag the mouse over the pop-over,
various parts will turn red. You sometimes have to move the mouse to
various corners or edges to get the whole pop-over red, but once you do
just left click. A window will open at the lower right asking if you
want to block or not. Just click OK and the offending pop-over will
disappear. If your screen still looks like it has a semi-transparent
film over it, that is part of the pop-over. Some will have this---some
won't. If you have it, just repeat the blocking process but this time
select the whole page. After a while you will be able to recognize if
that film is there when the pop-over first opens. Then you can skip the
first step and just select the whole page to block. Careful though, as
you don't want to wind up blocking the page content by mistake. That's
why I use the two step process! Now, you will be able to visit that page
repeatedly with no more pop-overs! I know it's not a great solution, but
it's all we have for now.
AdBlockPlus Element Hiding Helper will also do the same thing using
"rules" if you are using ABP.
