According to support.mozilla.org, apparently the only way to start Firefox
in offline mode is via the profiles manager.

FWIW, items in https://support.mozilla.org/en-US/questions/* are forum
questions. Answers can be marked as a solution by the question owner.

Ah, my apologies. This was the most informative that I could find quickly
when googling for the OP's situation. I'll be sure to keep that in mind
