Import user profile & settings from Mozilla.

I need to format and reinstall Windows on one of our workstations. I
have a backup of user's Mozilla profile and data. I do not want to
reinstall Mozilla, I only want to install Firefox. The last time I did
this (a few months ago) I could easily import data from IE user data but
I found no way of importing the user data from the Mozilla backed up
profile. The only way I could do this was by first installing Mozilla
and restoring the Mozilla profile, only then was I able to get Firefox
to use the Mozilla user data. Pretty bad design if you ask me, Firefox
can import IE user settings and data from a backup folder but it cannot
do it for Mozilla unless Mozilla is actually installed.

Are things still the same? If so someone should ask the development
team to look into this problem. I suppose that I should probably
upgrade to Firefox *before* I reformat and then save the user profile
folder? Then I assume I would be able to restore it to a newly
installed Firefox on a newly installed OS?
