Got "The bookmarks and history system will not be functional" while upgarding 60->62

Using Linux x86_64. The places.sqlite is fine. But ff-62 doesn't like it in some way.
I don't want to wipe my history. BTW I'm having
> user_pref("places.history.expiration.max_pages", 99999);
> user_pref("places.history.expiration.transient_current_max_pages", 99999);

Particular versions: 60.0.2 -> 62.0.3

Any idea why?

Which of those steps did you try after backing up your profile in case
the history gets wiped?

You could always restore the backup.

Do you think turning on sync (if you haven't) and THEN exit FF & wipe
the places.sqlite file and when you open FF it might resync those
bookmarks back in?

I know when I reload a system or make a test in a Virtual Machine to
test like Linux mint 19, I just turn on sync and bingo all bookmarks are
in.
